Both cities have had a problem with rising water forever. With the projected ocean rise, the threat is critical.
After much delay, corruption, and false starts, Venice built the Mose Project. The ambitious design has a series of gates across each of the three channels into the lagoon, which swing up to close the channel when high water threatens the city.
